Tanzania: Building Skills for Implementing Health Reform and Strengthening Health Systems in East and Southern Africa

Course designed to develop practical skills in resolving specific problems and issues that policy makers and managers confront when they reach the implementation phase of health reforms. The two week AAHPTI ESA regional course builds basic competencies in reform implementation, and focuses on specific issues facing countries throughout the ESA region.

The Abt Associates Health Policy Training Institute (AAHPTI would like
to announce its first ESA regional training course, "Building Skills for
Implementing Health Reform and Strengthening Health Systems in East and
Southern Africa," to be held at the East and Southern Africa Management
Institute (ESAMI) in Arusha, Tanzania, April 8-20, 2002.

AAHPTI courses are designed to develop practical skills in resolving
specific problems and issues that policy makers and managers confront when
they reach the implementation phase of health reforms. The two week AAHPTI
ESA regional course builds basic competencies in reform implementation, and
focuses on specific issues facing countries throughout the ESA region.
Along with plenary sessions for core skills, participants choose from one
of three areas of specialization to develop in depth skills in the chosen
topic, and an opportunity to work through specific problems in small
groups. Specialization sessions offered in this year's ESA course include:

1. Policy Implementation: techniques for managing the reform process,
including resource mobilization and allocation, constituency building,
monitoring and evaluation.
2. Resource Planning: methods for identifying and costing resource
requirements for new health service initiatives, focusing on HIV/AIDS.
3. Health Sector Financing Options: skills for assessing and implementing
user fees, community-based health insurance and social insurance to improve
equity, efficiency, and quality.

The ESA regional AAHPTI training course is designed for middle and
upper level technical, management and policy staff at the central and
regional levels in Ministries of Health and donor agencies along with key
players in the private sectors. Faculty are full time staff of Abt
Associates Inc. who are engaged in technical assistance and research in
health systems in all regions of the world. AAHPTI faculty leading the ESA
regional course have specialized expertise in specific health reform
implementation issues facing that region.
