Why, after three years, is there so little evidence of reconstruction?

The United States has a long history of sowing violence in Haiti. Nearly 100 years ago, the Marines invaded Haiti and occupied the country for 19 years, over the course of which they killed thousands of Haitians who attempted to resist the repression.
