Ethiopia: Africa Programme Director

The United Nations affiliated University for Peace welcomes applications for the position of Director of its Africa Programme. The director will be based in the Addis Ababa office of UPEACE (once launched in 2004), and will be part of a unique university that functions as a global knowledge network, created by a General Assembly resolution of the United Nations two decades ago.

Africa Programme seeks Director to be based in its Addis Ababa Office

The United Nations affiliated University for Peace welcomes applications for the position of Director of its Africa Programme. The director will be based in the Addis Ababa office of UPEACE (once launched in 2004), and will be part of a unique university that functions as a global knowledge network, created by a General Assembly resolution of the United Nations two decades ago.

The director will be responsible for the overall management of the Africa Programme and shall be formally responsible for the programme to the Rector of UPEACE. Duties will include:

§ Establishing the opening of the Addis Ababa office, including contacts with the Ethiopian authorities, members of the donor community, the African Union and its agencies and organs, and the UN Economic Commission for Africa
§ Coordinating the launching and follow-up of all activities on the Africa Programme in line with its initial five-year plan of action
§ Supervising and providing guidance to the academic coordinator, research coordinator, and regional coordinating hubs of the programme
§ Ensuring smooth working linkages with the Dean of African studies in Costa Rica, and the Geneva office of UPEACE which acts as international liaison office for the programme
§ Coordinating activities listed under each of the substantive chapters of the Africa Programme for implementation (academic, training, research, peace education, media, information dimension, policy)
§ Managing the development and maintenance of relationships with the institutions, entities, networks, conduits, and agencies on whose shoulders the Africa programme rests
§ Ensuring the extension of the programme into other countries in Africa from its initial base
§ Addressing policy questions arising from ministers of government, parliamentarians, national commissions, accreditation, and governing bodies in Africa
§ Coordinating and organizing meetings of the Advisory Committee for the Africa Programme
§ Engaging in discussions with Northern institutions on potential partnership arrangements with the Africa programme
§ Planning and arranging for the evaluation of all activities of the programme, including the conducting of programme evaluation workshops
§ Fundraising for the programme in collaboration with UPEACE Headquarters in Costa Rica
§ Reporting on activities of the programme to donors
§ Representing the programme at key African and international conferences/meetings

The director must hold earned academic credentials, administrative skills, and in addition to competency as a scholar in English, be fluent in either French or Portuguese as all aspects of the programme must be accessible in Anglophone, Francophone, and Lusophone Africa.
Envisaged in the plans for the Addis office will be provision for secretarial/administrative support and a full-time programme officer to work alongside the director. Subject to negotiation, a contract shall be issued for an initial period of three years, with remuneration in line with international standards.

Application deadline: All applications must be received by 30 April 2004. A review of applications shall begin on 1 May. Short-listed candidates shall be requested to undergo telephone interviews, followed by face-to-face interviews. All candidates shall be informed of the status of their application at the latest by 1 June 2004.
