Libya should not grant amnesty for war crimes committed during last year's uprising against former Libyan leader Muammar Gaddafi, regardless of who committed them, the chief prosecutor of the International Criminal Court said. In her first official presentation to the UN Security Council as The Hague-based court's top prosecutor, Fatou Bensouda said that the ICC's pre-trial chamber would decide 'in due course' on whether the late Libyan leader's son Saif al-Islam Gaddafi should be tried in Libya or The Hague.

Rival Libyan militias fired guns and rocket-propelled grenades at each other in Tripoli on Sunday and set fire to a former intelligence building, one of the worst breakdowns in security in the capital since Muammar Gaddafi's fall. At least five people were wounded and a stray bullet entered a hospital in the heart of the city, where residents rushed to arm themselves, saying calls to police had gone unheeded. After more than 12 hours, the army moved in to restore order.

At least three people have been killed and seven more injured in fighting in the northern Libyan town of Bani Walid. The casualties come as clashes continue in the town of 85,000 residents, a former stronghold of ousted leader Muammar Gaddafi. Libyan soldiers have been fighting Gaddafi loyalists in the beseiged town for more than three weeks. But troops blame officials for not providing enough equipment or supplies to win the battle.

New evidence implicates Libyan militias in an apparent execution of dozens of detainees in rebel custody following the capture and death of Muammar Gaddafi last year, a watchdog has said. In a report released detailing Gaddafi's final hours on October 20, 2011, Human Rights Watch said it had gathered evidence that Misrata-based militias captured and disarmed members of the dictator's convoy and subjected them to brutal beatings.

US President Barack Obama's administration is facing new questions over the attack on the US consulate in Libya, amid reports of military preparations to target those behind it. A Congressional committee asked whether repeated requests for more security at the Benghazi consulate were rejected. The US ambassador was among four Americans killed on 11 September. The US is gathering intelligence ahead of a possible military operation against those implicated, US media say.

In the wake of the attack on the US embassy, Libya’s new government has proposed a worrying State of Emergency law that if put into action would rob citizens of the freedoms they fought so hard for. The draft would grant the authorities powers that clearly infringe on individual freedoms – such as the right to intercept communications of any kind and impose controls on the media.

A media rights watchdog said Monday it is concerned freedom of information is under threat in Libya due to visa refusals for foreign journalists, bans on films and arbitrary arrests. Reporters Without Borders (RSF) said it was 'very worried by the signs of a decline in respect for freedom of information… since the election of the General National Congress on 7 July.'

On the evening of 12 September, a dispute between Eritrean and Nigerian detainees at the Khoms detention centre for 'irregular migrants' had escalated into violence, reports this Amnesty International blog post. During the chaos a group of Somalis chose their moment to escape. A 29-year-old man from the Eritrean capital Asmara, who has spent six months in various detention centres across Libya, told Amnesty International that one man in military uniform hit him on the head with a metal bar and deliberately stepped on his hand with his military boots.

A Libyan army crackdown on lawless militias spread to the capital on Sunday after armed groups that have not been integrated into state institutions were ordered to disband and evacuate their bases. Commander in chief Yussef al-Mangush said on his Facebook page that the armed forces had dislodged a militia from a military complex on the highway to Tripoli International Airport, arresting militiamen and confiscating their weapons.

The US ambassador to Libya and three other American staffers died on Tuesday (11 September) night in an attack on the US consulate in the eastern city of Benghazi, US officials have said. An armed mob attacked and set fire to the consulate building during a protest against an amateur film deemed offensive to Islam's prophet, Muhammad, after similar protests in Egypt's capital. The US government confirmed that Ambassador Chris Stevens and information technology officer Sean Smith, in addition to two unnamed personnel, died in the attack. Libyan security source told Al Jazeera that Stevens died from smoke inhalation.

The early results of Libya's parliamentary election show a liberal party in first place in the country's first free vote since the fall of Muammar Gaddafi. The election commission on Tuesday said the National Forces Alliance (NFA), led by Mahmoud Jibril, the former interim prime minister, secured 39 of the 80 open seats. Those projections also meant the NFA won only 20 per cent of seats in the 200-seat assembly.

Reporters Without Borders has unreservedly condemned the abduction and continuing detention of Libyan cameraman Abdelqader Fosouk and Youssuf Badi in Bani Walid (150 km southeast of Tripoli), one of the last pro-Gaddafi strongholds to fall to the rebels during last year’s war. They have been held since 7 July, the day of nationwide parliamentary elections which they had gone to cover in Bani Walid for Tobacts TV, a station based in Misrata, 100 km north of Bani Walid.

Fifty four people trying to reach Italy from Libya died of thirst after a 15-day voyage in which their rubber boat gradually deflated, the United Nations Refugee Agency (UNHCR) said on Tuesday 10 July, citing the sole survivor. It said the man, an Eritrean national, was rescued by Tunisian coastguards in a state of advanced dehydration clinging to the remains of the boat after being spotted by fishermen the previous night, the agency said.

A major liberal party in Libya has claimed an early lead in the first free election since the toppling of dictator Muammar Gaddafi, a vote that will choose the assembly tasked with writing the country's new constitution. Early reports on Sunday showed that the National Forces Alliance (NFA), a coalition led by former prime minister Mahmoud Jibril, is leading the polls, said Faisal Krekshi, the coalition's secretary general. Jibril, who played a prominent role as rebel prime minister during the popular revolt that toppled Gaddafi last year, resigned his position in October.

Hundreds of Libyan protesters demanding greater autonomy for the country’s east have stormed the election commission building in the city of Benghazi, setting materials on fire. Chanting slogans in support of federalism on Sunday, the angry protesters, some of whom were armed, occupied the election commission office in the eastern city, took computers and ballot boxes out of the building and began crushing them.

Campaigning for Libya's first national election in a generation has kicked off ahead of July 7 polls to choose an national assembly which will re-draw the autocratic system of rule put in place by ousted leader Muammar Gaddafi. In a statement published on its website, Libya's electoral commission said that candidates will have 18 days to campaign, from June 18 until July 5, with 2,501 independents and 1,206 political association candidates eligible to stand.
