Heavy fighting between rebels and the south Sudanese army in the oil-producing states of Unity and Upper Nile, has left at least 70 people dead, according to an army spokesman. At least 30 soldiers and 11 rebels died in clashes that broke out on Thursday morning in Mayom county, in Unity state, Philip Aguer, a spokesman for the south's Sudan People's Liberation Army (SPLA), said.

With the triumphant success of the South Sudan referendum, the transitioning state is looking ahead toward consultations regarding the new constitution and government. Although this transitional phase poses major challenges, it also holds an unparalleled window of opportunity for marginalised groups to push for inclusive rights and representation - especially women. Overall the largest gains for women in Africa have been in states experiencing post-conflict transition, particularly because it allows for a complete restructuring of the government and constitution.

Sudanese President Omer Hassan Al-Bashir officially accepted the final results of Southern Sudan Referendum paving the way for the proclamation of an independent state in the region. President Al-Bashir on Monday (07 February) issued a Republican Decree accepting the final result of the referendum which supports the separation of the South, after the official promulgation of the results in Khartoum on Monday.

Experts warn an influx [of returnees] is expected to cause dire shortages of food, water, health care and sanitation in Southern Sudan. The United Nations Humanitarian Coordinator in Sudan, Mr. Georg Charpentier says even when the referendum results are announced, the number of returnees could keep increasing.

In Southern Sudan, preliminary referendum results point to 99 per cent of those polled voting to split from the North. Millions of jubilant south Sudanese started voting on Sunday in an independence referendum expected to see their war-ravaged region emerge as a new nation. People queued for hours in the burning sun outside polling stations in the southern capital Juba, where banners described the week-long ballot as a 'Last March to Freedom' after decades of civil war and perceived repression by north Sudan, reports Reuters. Hours after voting started, the celebratory atmosphere was marred by reports of fresh fighting between Arab nomads and tribespeople associated with the south in the contested Abyei region.

With the 2011 referendum rapidly approaching, there are expectations of a return to Juba of the 1.5 million Southerners still residing in Khartoum or in the diaspora, says this policy brief from the Overseas Development Institute. At least 1,500 south Sudanese civilians have fled areas along the north–south border fearing aerial attack on Bahr al-Ghazal by the Sudan Armed Forces, the UN and southern officials said. Northern government officials were unavailable for comment on the reports. The SPLA says northern forces are still flying fighter planes along the border to scare southern villagers.

Following Omar al-Bashir’s attendance at Kenya’s constitutional celebration last month, Francis Kornegay speculates on strategic reasons behind Kenya’s defiance of the ICC’s arrest warrant on the Sudanese president. ‘Could there be a connection between al-Bashir’s visit’ and ‘a regional conflict prevention diplomacy addressing the anticipated referendum on South Sudan self-determination in 2011?’ asks Kornegay.

President Omar al-Bashir's party has said the referendum on whether south Sudan should secede cannot take place until the internal border is decided. A vote on a possible new country without a clear border would be a recipe for a new war, the NCP says. But the former rebels in charge of the south insist the referendum must be held on time.

In 1986, over 100,000 Southern Sudanese in Magwi County fled to Uganda to take up refuge. They were settled in camps in northern Uganda, notably in Achol-pii, Adjumani, Kiryandongo and later in other camps. Following the signing of a Comprehensive Peace Agreement between the SPLA/M and the Government in Khartoum in 2005, thousands of these refugees were repatriated with the help of the UNHCR to their original homes in Southern Sudan. In Magwi County, these homes are: Agoro, Omeo, Magwi, Obbo, Palwar, Lobone, Pajok and Panyikwara. According to the recent Sudanese census, there are 170,000 persons in Magwi County.

Salva Kiir, the leader of south Sudan's former rebel group the SPLM, has been sworn in as the first elected president of the semi-autonomous southern region. It follows his landslide victory in April's elections, part of the peace deal that ended a 21-year civil war between north and south.

There has been fresh fighting in south Sudan between the Southern army and forces loyal to the former general George Athor. The army has denied claims by Mr Athor that dozens of its soldiers were killed in the clashes in Jonglei state.

The World Bank has pledged to speed up funding for South Sudan after acknowledging that the slow delivery of aid was hindering the region's development. Government officials and development groups have criticised the organisation for distributing only 188 million US dollars out of the 524 million US dollars given by Western donors

South Sudan's former rebels have chosen a northern Muslim as their candidate in April's presidential election, the country's first multiparty poll since 1986. The candidacy of Yassir Arman was announced by the Sudan People's Liberation Movement, which leads the government in the semi-autonomous south, on Friday after lengthy talks among party officials.

In a large market in Juba, the regional capital of Southern Sudan, young women spend long afternoons lounging on beds in sweltering iron sheet rooms, waiting for men. One girl, no more than 17, wearing a tight tee-shirt with the words "I love beer" emblazoned on it, points us in the direction of a different set of rooms, with the really young girls.
