Findings showed that in the case of 78.7 per cent of malaria deaths, biomedical care had been used in the form of antimalarial drugs from shops, government or non-government facilities. In cases of suspected malaria at all ages, including those which involved convulsions, modern care was sought by the vast majority (90 per cent as a first resort).

UNHCR spokesman Ron Redmond said more than 40,000 refugees had returned to Burundi since the beginning of the year, bringing the number of those remaining in the camps to less than 300,000. He said UNHCR convoys carried most of the refugees who returned this year through two major border crossings in Burundi's eastern province of Ruyigi.

The bill imposes stiff penalties which include up to 25 years imprisonment for those in gay relationships. The overwhelmingly Muslim Indian Ocean island is a key tourist destination on the East African coast. The attorney-general said they were determined to prevent Zanzibari culture from being corrupted. The president is expected to approve the bill into law.

However, in its 2003 report released on Tuesday, the Legal and Human Rights Centre said there had been some steps taken to tackle the vice, notably in the strengthening of the Prevention of Corruption Bureau and the prosecution of some government officials, but that this was merely "scratching the surface".
