In a period of three years all Uganda's seventy nine districts of will be online by the year 2010, according to the information and communication technologies minister Dr. Ham Mulira. This follows the ministry's role in spearheading the development of the National Data Transmission Backbone Infrastructure (NBI) and the Electronic Government Infrastructure (EGI) project that is being implemented in phases but will eventually link all the districts of Uganda by 2010.

Much of the discourse on women and information and communication technologies (ICTs) seems to indicate that as a result of using these technologies, marginalised groups like rural women can get empowered. ResearcherPatricia Litho conducted a case study of an ICT project that was established in Uganda with an aim of economically empowering women, to asses the extent to which rural women were able to access ICTs, and if as a result they were empowered as claimed by the project reports.

Twenty years since the UN convention against the use of torture came into force, a Ugandan victim of torture, who wishes to remain anonymous, tells the BBC how he was picked up in the capital, Kampala, by government security forces after being accused of robbery. He said he was tortured in a so-called "safe house" for about eight days before he passed out and woke up in a military hospital. He remained in custody for 11 months until the case against him collapsed about three years ago.

Nine years ago, Santonino Otok fled his home in the green fields of northern Uganda for a refugee camp, fearing attack by marauding rebels. Now he is back under his old mango tree. Government security agencies in Uganda will start tapping phones freely should the Bill seeking to legalise interception of information get approval from Parliament. The Regulation of Interception of Communication Bill 2007, which has passed the Cabinet, was tabled before the NRM caucus late in May by Security Minister Amama Mbabazi.
