Is this the case of David vs. Goliath, or even “new wine in Uganda’s political wineskin? And should President Museveni be worried for his political future?
State brutality is integral to the electoral cycle in Yoweri Museveni’s Uganda. There are campaign beatings, ballot beatings and post-election beatings. When the election cycle is over, the country reverts to ordinary beatings.

The election, on 1 June 2018, of a Woman Representative of the Rukungiri District, South Western Uganda from the opposition Forum for Democratic Change was a big blow to the ruling National Resistance Movement. Was this just an ordinary by-election that went wrong for the ruling party or there is more to worry about? In any case, President Museveni's party needs to do some soul-searching.
The fishermen of Kabarole District appear to have blown the whistle on an audacious act of bio-piracy. They brought to the attention of the authorities that they were being barred from access to the 53 crater lakes that they have fished in from time immemorial. In law this is known as a customary right. It cannot be extinguished simply by putting up barbed wire or waving guns about. But that is just what the District Fisheries Officer of Kabarole tried to do when he leased all 20 lakes to Ferdsult Engineering Services who then proceeded to “re-stock” some lakes and claim ownership of all them.

This brief commentary seeks to explain why President Museveni will never carry out the necessary electoral reforms. To do so would amount to Museveni committing political suicide for he will lose all subsequent elections. As a strong believer in the zero-sum game theory, Museveni, as an experienced and seasoned manipulator, kleptocrat and dictator cannot permit electoral reforms that will limit his current advantages in successfully rigging presidential and parliamentary elections. Fundamentally, Museveni is in power not because of the electoral process. It is because of his military victory and control over the National Resistance Army (NRA), his personal army.
During his 32 years in power, President Museveni has developed a consistent pattern of deploying hate speech to insult or ridicule his political opponents as a most preferred strategy of regime survival. Incitement of his supporters against his political opponents is the corner stone of his policy.

Many African nations are mired in huge debts arising from foreign loans that have hardly benefitted the people. The citizens need to audit these debts. Odious debts should be repudiated, damn the consequences. Moreover, as Thomas Sankara demonstrated in the four years he was president of Burkina Faso, African nations do not need foreign loans to meet the needs of their people.

Listening carefully to the at times homophobic and hateful commentary about homosexuality among Africans, a social critique of the international community and the local elite is heard. Dislike of homosexuality is used to protest at the levels of inequality and how corrupt African leaders continue to be supported by the West. The white savior complex ruins rather than helps the cause of LGBTI rights in Africa.

The new film, “A Brilliant Genocide”, tells the story of the largely unacknowledged Acholi Genocide that President Yoweri Museveni committed against the Acholi people for 20 years from 1986 to 2006. Museveni’s troops drove nearly two million Acholis, 90% of the population, into concentration camps. In all that time, the Ugandan military machine continued to be financed by the US.

President Museveni’s government wants to change the law to allow prospective investors in the mining industry to access private land that contains minerals without negotiating with the land-owners. His argument is that minerals in the soil belong to the government and that the people occupying the land have no say in the matter. The people must resist such tyranny.
