The services offered focus on two key elements of practice: Organisational Development, and Organisational Evaluations.
Organisational Development
------------------------------------------
Development organisations require a range of systems, competencies and capacities to function effectively and sustainably. Umhlaba provides facilitation and design services for the following organisational components:
a.. Human Resource Policies and Management
b.. Salary/Remuneration Reviews
c.. Governance Strengthening
d.. Membership Policies and Procedures
Umhlaba utilises a participatory methodology, and a "best practice" approach - reflecting policies against other organisations in the sector. Umhlaba also provides other forms of OrganisationalDevelopment services when necessary, including training and planning.
Evaluations and Reviews
------------------------------------
Umhlaba has developed expertise in evaluations of projects and organisations, in the form of project and programme reviews, as well as organisational evaluations. Project reviews focus on the outputs-to-objectives approach, determining the success of project
planning and implementation. These may be formative (earlier in a project cycle), or summative (later in a project cycle).
Umhlaba's model for organisational evaluations recognises two key elements to organisational success: the internal environment, and the external impact. In order to gauge the success of the organisation.
Umhlaba's model focuses on two themes: Effectiveness and Impact.
Effectiveness attempts to assess the efficiency and effectiveness of the organisation in relation to its mission and objectives (includes cost effectiveness and effective utilisation of human resources). This will determine whether the organisation has the necessary 'tools' in place to provide an efficient and effective service.
Impact attempts to assess the impact of work on target groups, and includes addressing questions of profile, achievement of objectives, usefulness of indicators to measure achievement of objectives. This will determine whether a quality service is being
offered to communities and development issues are being addressed.
