Madagascar's former leader Marc Ravalomanana rejected on Friday the jail sentence against him for abuse of office and accused the country's army-backed government of flouting rule of law. Senegalese President Abdoulaye Wade on Thursday granted audience to the head of Madagascar’s transitional authority, Andry Rajoelina, the Senegalese press Agency (APS) reported. “I am leaving with a feeling of relief in the sense that the situation which prevails in Madagascar has been clarified to President Wade who is leading mediation between the two parties,” said Mr Rajoelina, who ousted President Marc Ravalomanana in March.

Reporters Without Borders is alarmed by the decision to keep Radio Mada sports reporter Evariste Ramanantsoavina in detention and charge him with “inciting revolt against the republic’s institutions,” defamation and disseminating false information. He was arrested on 5 May and forced to reveal the location from which the radio was broadcasting in defiance of a closure order.

International mediators led by UN special envoy Tiebile Drame have called for a neutral, peaceful and consensual transition in Madagascar before the next national election in 14 months. According to a draft agreement, the mediators tasked the transitional authority, led by former Antananarivo Mayor Andry Rajoelina, to organise fair and transparent elections and establish democratic and stable institutions.

The International Federation of Journalists (IFJ) has condemned the arrest of Evariste A. Ramanantoanina, a journalist working with Radio Mada, which occurred on Tuesday 5 May at his residence located in the district of Andrononobe Analamahitsy. “We are concerned by the lack of security for journalists in Madagascar.

Since January 2009, Madagascar has been experiencing serious political unrest, characterized by sporadic demonstrations and violence in the capital city of Antananarivo and other main urban centres. As of 5 May, some 1,332 casualties, including 191 fatalities, have been recorded in hospitals by WHO. The situation has provoked a climate of fear and uncertainty, leading to a rise in unemployment in key sectors, as well as disruptions in social services. In addition, a number of aid projects throughout the country have been experiencing delays due to difficulties of access and implementation.

Deposed Madagascan President Marc Ravalomanana will return to the island state under the protection of the 13-member regional body, the Southern African Development Community (SADC). Ravalomanana told a media briefing on 15 April in the capital of Swaziland, Mbabane, that his return would kick-start a national dialogue with his successor, President Andry Rajoelina, in the hope of holding presidential elections by the end of 2009. He did not divulge the date of his return.

The peace and security council (PSC) of the African Union (AU) has proclaimed that the process leading to the assumption of power by opposition leader Andry Rajoelina in Madagascar was unconstitutional and therefore has decided to suspended Madagascar’s membership from the organisation. Other African leaders, including the president of South Africa and current chairperson of the Southern African Development Community (SADC) Kgalema Motlanthe, also condemned the ousting of President Ravalomanana as the product of unconstitutional action against democratic institutions. Prior to Ravalomanana’s resignation, the PSC had urged all Malagasy parties to uphold the spirit of dialogue and compromise in order to find a peaceful and consensual solution to the crisis and to carefully follow the provisions of the constitution of Madagascar on interim arrangements in the event of resignation. In a communiqué that the PSC issued on Madagascar, it reiterated that ‘the transfer of power was made in violation of the relevant provisions of the Malagasy Constitution and that the subsequent decisions to confer the office of the President of the Republic to Mr Andry Rajoelina constitute an unconstitutional change of government’.

The Libyan leader and chairman of the AU, Mouammar Kadhafi, met with officials of the AU Commission to discuss on a range of issues including the peace and security in Africa, the monitoring and implementation of decisions made at the 12th AU summit and the preparations for the next AU summit among others. Meanwhile, Mauritius has expressed its interest to host the 13th AU summit that was due to be held in Madagascar in July citing the need for the summit to be held in a country of the Indian Ocean region.

SADC leaders, who brokered the power-sharing agreement between Zimbabwean President Mugabe and Prime Minister Tsvangirai, pledged to mobilise economic support for Zimbabwe to the tune of $8.3 billion from international donors at their recent summit. Further, African trade ministers are meeting to discuss the impact of the global financial crisis on African economies, increasing food prices, climate change and global trade. They are also ‘expected to reflect on how to the World Trade Organisation (WTO) Doha round of negotiation and the EPA negotiations can be successfully concluded’. Meanwhile, India is seeking to strike comprehensive economic cooperation agreements with the Common Market of Southern Africa and the East African Community (EAC). Also in development news, the self-evaluation report published by the African Peer Review Mechanism forum warned that Mozambique’s development model is creating a wide moat separating the rich from the poor, which could lead to social convulsions in the medium term.

Civil society organisations gathered in Tanzania to talk about their increased participation in discussions on the integration process of the EAC, a contribution that would go a long way in deepening the democratic foundations of the bloc. Meanwhile the EAC deputy secretary general Julius Rotich, stressing the importance of the civil society in the affairs of the region, used the gathering to urge non-state actors to actively take part in the organisation. Participants in the sixth African Development Forum aimed at reviewing progress made towards achieving gender equality in Africa put their leaders to task over their failure to implement international declarations made to end violence against women. Also in regards to civil society, the Forum for the Participation of non governmental organisations in the ordinary sessions of the African Commission on Human and Peoples’ Rights will take place in Gambia from the 13th to the 27th of May, 2009, to deliberate on the human rights situation in Africa.

Members of the Pan African Parliament, who feel that they are ready to be vested with some authority, are blaming the AU for slowing down the process of transforming the continental body into fully legislative organ rather than the current advisory role it enjoys. Opponents to the Haute Autorite de la Transition (High Authority for the Transition) have been holding daily demonstrations in the Malagasy capital since March 21, 2009. Last Saturday's protest was harshly repressed by the security forces, and resulted in at least 34 injured people, including children.

The International Organisation for the Francophonie (OIF) has suspended Madagascar, describing as unconstitutional the process through which the current leader, Andry Rajoelina, assumed office.In a resolution adopted at the close of its standing committee meeting here on Thursday, OIF said the suspension would affect the overall multi-lateral cooperation between it and Madagascar, except humanitarian programmes.

Madagascar's transitional leader Andry Rajoelina unveiled his new administration Tuesday and immediately froze all mining contracts, defying regional powers who have ordered him to reinstate his toppled predecessor. Rajoelina, who forced president Marc Ravalomanana to step down earlier this month, said he was ordering a review of all mining contracts with foreign firms to ensure greater revenues from drilling and extraction rights.

The African Union suspended Madagascar on Friday, the strongest condemnation yet by the international community after opposition leader Andry Rajoelina took power with the support of the army. The AU decision echoed criticism by southern African bloc SADC, the European Union and United States. Weeks of political unrest in Madagascar have killed at least 135 people, devastated the economy and worried foreign investors.

The chairman of the African Union (AU), Libyan leader Mouammar Gaddafi, has called for a referendum in Madagascar as soon as possible under the auspices of the country's constitutional institutions and AU organs to find a solution to the political events presently prevailing in the country.

The media has become the prisoner of a hostile climate for press freedom since the start of the power struggle between the president, Marc Ravalomanana, and the ousted mayor of Antananarivo, Andry Rajoelina, the worldwide press freedom organisation said.

Madagascar's defence minister has resigned after being confronted by a group of soldiers in his office. On Sunday, a section of the army announced they would no longer obey the government and would instead follow opposition leader Andry Rajoelina. Mr Rajoelina is understood to have taken refuge at the French embassy in the capital Antananarivo.

Dissident troops in Madagascar say they have moved tanks into the capital amid a violent power struggle between the president and opposition leader. President Marc Ravalomanana issued a radio appeal urging civilians to help defend the presidential palace.

Madagascan riot police fired tear gas on Wednesday to disperse protesters gathering for a banned rally in the capital as the island's president vowed tougher measures to counter a drive to unseat him. The police action prevented supporters of opposition leader Andry Rajoelina from gathering in Antananarivo's main thoroughfare, but drew a hail of stones from angry youths.

I believe that the Malagasy should try to at the political level and without the intervention of the Churches or of the tradition i.e. fihavanana. It's time for them to judge the person in power on the basis of their political agenda. Otherwise the people will be always at the periphery of state and in the case of Madagascar this sounds like to go back to the French presence that established her power on the DIVIDE ET IMPERA.
