The US has followed Germany's footsteps to withhold about $350 million that was supposed to be disbursed to Malawi this month through the Millennium Challenge Corporation (MCC). Last month, US Government announced that Malawi had qualified for the $350 million grant to improve the energy sector. The signing of the same was supposed to take place mid February in Washington. However, Washington has put a plug to the whole process citing Malawi’s failure to observe governance and human rights issues.

Malawian President Bingu wa Mutharika has signed a new law that allows his information minister to ban publications deemed 'contrary to the public interest', an official said on Wednesday. The new law gives powers to the information minister to ban a publication if he has 'reasonable grounds to believe that the publication or importation of any publication would be contrary to the public interest'.

More mothers and pregnant women in Malawi are attending antenatal clinics since the increased training of health workers in paediatric HIV care improved services to prevent mother-to-child transmission (PMTCT) of HIV, and paediatric HIV testing and treatment. 'I was reluctant [about] going for the voluntary HIV [test] when I got my first pregnancy in 2007,' said Fanny Yolamu, whose previous child had been delivered by traditional birth attendants.

Malawi has only voted for local government representatives once since 1994 when democracy was ushered in. The country’s constitution demands that local elections be held in the year following the national general election. Malawi has had general elections every five years since 1994, but local elections supposed to be held in 1995 and 2005 never took place. The government has never explained why. Sex work has increasingly become a popular means of making money for young girls in the urban areas in Malawi. The Global Fund has once again rejected Malawi’s request for funding which it submitted last year amounting to about $560million to support its national response towards HIV/AIDS for a five-year period. The announcement that 5,000 new classrooms will be built thanks to a $140 million World Bank loan would come as welcome news at the Chitowo Primary School – if only the children sitting on the floors, perched on doors and in windows, even taking lessons in the dust beneath trees in the yard could hear it. Joyce Phiri* is only one of many women admitted daily to Queen Elizabeth Central Hospital (QECH), in Malawi’s commercial capital Blantyre, for complications of unsafe abortions. Winasi Boma, a supervising nurse at QECH, says the gynaecology ward admits about 20 women each day. Roughly half of these, he says, are there for post-abortion care. Like most of its neighbours in the region, abortion is illegal in Malawi (except to save the life of the mother). Phiri, a 21-year-old mother of two, sought to terminate her pregnancy only after a contraceptive implant failed.

A draft pension bill has created great concern among workers in Malawi, with some hurriedly seeking early retirement before it will be passed. The bone of contention is a section pegging the retirement age for women at 55 and men at 60. Malawian vice president Joyce Banda has called for tolerance towards homosexuality, at a meeting hosted by the Inter-Faith AIDS Association (MIAA) held in Blantyre, Malawi, on 29 September this year. Banda made the call when she officially opened a Religious Leader’s Policy Advocacy Conference in Blantyre, stating that same sex practices are reality in Malawi and that religious leaders need be tolerant on such issues in order to fight HIV and AIDS.
