The urgency and importance of all humans having a right to food security was spelled out by the 1948 Universal Declaration of Human Rights stating that 'everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food...' Inhabitants of Bamako, Mali do not yet benefit from these rights. Mali is amongst the one of the poorest countries in the world. With a population estimated at about 1,8 million people, Bamako the largest city and capital of Mali and it is currently believed to be the fastest growing city in Africa.

Approximately 8,000 Somalis, who fled across the Kenyan border from the Somali town of Belet Hawo following intense fighting there, were ordered to return to Somalia by the Kenyan authorities between 1 and 2 November. On 4 November about 3,000 were forced further into Somalia by Kenya's administrative police, where they are at risk of serious human rights abuses. Amnesty International is urging those concerned by the development to write to the Kenyan authorities.

The United States will continue its support for efforts by the Malian government in the fight against terrorist threats in the north of the country, said the US envoy with the Organisation of Islamic Conference (OIC), Rashad Hussain, at the end of his 5 to 7 November visit to Mali. 'We support Mali in terms of training and military maneuvers. The process that has been underway for some time will continue,' Hussain said, adding that 'terrorist threats are cross-border threats that claim victims.'

Women in Mali have produced a video about violence against women that was aired on Mali’s national television station. The topic is not openly discussed in Mali, and the film is one step towards more openness. The 20-minute video was aired primetime on ORTM, Mali’s national television station. It shows women victims of violence (anonymously) telling their story. The stories they tell are shown as illustrations made by a cartoonist.

Despite some resistance, the fight against female genital mutilations (FGM) has recorded significant progress in Mali, with over 400 villages putting a stop to the practice. According to the directorate of the National Programme of the Fight against Excision (PNLE), the good result arose from intense advocacy and sensitization programme across the country.

African leaders have agreed on concrete steps to tackle the insecurity in Somalia after a three-day debate, dominated by the twin bombings in Kampala, the venue of their 15th meeting on pressing African affairs, an African Union (AU) spokesman said. "The troops are ready," AU Commission's spokesman Noureddin Mezni told PANA after several African leaders ended a mini-summit to plan action against the insecurity in Somalia.

Several thousand people in northern Somalia have been displaced in recent weeks by clashes between Somaliland troops and a new rebel group, according to local and UN sources. The armed group is called Sool, Sanaag and Cayn (SSC) after the regions it hopes to “liberate” from the government of Somaliland, a northwestern region which unilaterally declared independence in 1991. No country formally recognizes Somaliland’s statehood.

The Dutch government should immediately halt all plans to return Somalis to war-torn Somalia, Human Rights Watch has said. The Dutch authorities have announced their intention to deport, between now and October 2010, at least eight Somalis whose claims for asylum have been rejected. The first deportation could take place as early as July 24. The plan is contrary to UN refugee guidelines, which advise against all deportations to south-central Somalia.

The International Federation of Journalists (IFJ) has expressed deep concern over the arrest on Saturday, 26th June ,2010 of Hadis Mohemed Hadis, editor of the online paper Baadiyenews.com, an independent website published in Somaliland. Hadis is charged with “serious crimes”. “The criminal charges slammed on our colleague are fabricated with the intention to intimidate and muzzle the independent media. Hadis is charged with a “criminal offence” for simply doing his duty in a professional way” said Gabriel Baglo, Director of IFJ Africa Office.

Somaliland's opposition leader Ahmed Silanyo, has been declared winner of the presidential elections held in the self-declared Republic last weekend, the electoral body said. Silanyo, who stood on the platform of the Kulmiye Party, secured nearly 50 per cent of the vote, defeating incumbent President Dahir Riyale Kahin, who garnered more than 33 per cent of the votes.

A new International Monetary Fund (IMF) working paper entitled “Mining Taxation: an application to Mali” analyses the structure of the mining taxation system in Mali. It follows the regressive path set forth by the World Bank, consisting of attracting Foreign Direct Investments (FDI) by lowering royalty taxes in the gold mining sector at the expense of lower government revenues collected through these royalties.

In the far south of Mali, one of the country’s main agricultural areas, the Sikasso region, is rich in fertile soil. But despite the region’s capacity to feed its people, the children of Sikasso are suffering from alarmingly high rates of undernutrition.

Dozens of families on the outskirts of Bamako, the capital of Mali, are under threat of being evicted from their lands by the Government in favour of a housing project. The cultivation ban, ordered in July 2009, jeopardizes their right to adequate food. Moreover, if the eviction is realized, it will hinder the ability of the families to feed themselves in the long run. They already belong to the most vulnerable in Mali. The Government acted without prior consultation with the affected individuals and has not taken steps towards compensation or resettlement, which is in breach of human rights obligations.
