Akinsanya told journalists in Addis Ababa, the capital that the Ethiopian government wanted to recruit the teachers to teach in the 12 new universities being constructed throughout the country.

Since 2004, when the UN refugee agency, UNHCR, launched a voluntary repatriation programme for the thousands of refugees, barely 670 of them have returned home.
