  • Uganda: All 79 districts to be online by 2010

    In a period of three years all Uganda's seventy nine districts of will be online by the year 2010, according to the information and communication technologies minister Dr. Ham Mulira. This follows the ministry's role in spearheading the development of the National Data Transmission Backbone Infrastructure (NBI) and the Electronic Government Infrastructure (EGI) project that is being implemented in phases but will eventually link all the districts of Uganda by 2010.

    Much of the discourse on women and information and communication technologies (ICTs) seems to indicate that as a result of using these technologies, marginalised groups like rural women can get empowered. ResearcherPatricia Litho conducted a case study of an ICT project that was established in Uganda with an aim of economically empowering women, to asses the extent to which rural women were able to access ICTs, and if as a result they were empowered as claimed by the project reports.

    It may sound like an old problem to other countries but in Uganda where use of information and communication technologies is relatively new their arrival came with a new type of crime. The government needs to fast track the formulation of the laws that would be used to protect victims of cyber crime whose increasing rates have forced the Uganda Communication Commission (UCC) to seek intervention from the police.

    It is not often that families of murder victims petition the courts to forgive their killers. But in Uganda, almost an entire tribe whose relatives were slaughtered and children kidnapped by Lord's Resistance Army rebels are lobbying for them not to be tried before an international tribunal. Fugitive LRA leader Joseph Kony and three deputies are wanted by The Hague-based International Criminal Court on charges including mass killing, mutilation and using child soldiers. But in northern Uganda, few want them jailed.

  • Uganda: Ugandan gays in email row with minister

    Gays in Uganda call upon Minister of Ethics and Integrity James Nsaba Buturo to disclose emails expressing animosity that he claims to have received. The allegation is being condemned by a couple of gay organisations in Uganda. Victor Juliet Mukasa, chair of Sexual Minorities Uganda (SMUG), has denied knowledge of such hate mail but advised that if Buturo “is really receiving the mail, let him expose it so that it can be addressed.”

A paper published by Uganda's Economic Policy Research Centre examines the complex relationship between owning land and poverty. It identifies effective strategies and land policy guidance to address this concern.

    Twenty years since the UN convention against the use of torture came into force, a Ugandan victim of torture, who wishes to remain anonymous, tells the BBC how he was picked up in the capital, Kampala, by government security forces after being accused of robbery. He said he was tortured in a so-called "safe house" for about eight days before he passed out and woke up in a military hospital. He remained in custody for 11 months until the case against him collapsed about three years ago.

    As Uganda's AIDS epidemic matures, bringing altered behaviour patterns, prevention messages must be adjusted to reflect the new dynamics of the pandemic, senior health officials have said. "The landscape has changed; it's important to understand what is driving the epidemic," Dr David Apuuli Kihumuro, director-general of the Uganda AIDS Commission, told IRIN/PlusNews.

"We have worked with the ministry of education and sports and have selected eighty schools that would be connected in the next financial year," said the commission?s executive director Eng. Patrick Masambu.

  • Uganda: Adultery law curbs effects of polygamy

    Uganda's Constitutional Court recently nullified a law that made adultery criminal for women, but not men. The case also strengthened women's rights on divorce and inheritance. In April, the Kampala-based group, Law and Advocacy for Women in Uganda, brought a separate case before the Ugandan Constitutional Court, arguing that the 1995 national constitution ensures equal protection under the law.

  • Uganda: Gay organisation breaks the ice on homosexuality

    While Ugandan religious leaders and government are up in arms in the fight against homosexuality in the country, more gay organisations are emerging who aim to “protect and promote homosexuality”. Established in 2004, Ice Breakers Uganda has recently surfaced with an undertaking to raise awareness about all gay people and their rights in the country, to stand up in defense of those rights and to create massive health awareness to gay people in risky sexual behaviors.

    Ugandan President Yoweri Museveni has toughened his talk on corruption saying that every public servant keen on pilfering public resources must now expect severe repercussions. The American government has boosted Mr Museveni’s anti-corruption efforts with a $10.2 million grant (Shs16 billion), Finance Minister Ezra Suruma has announced.

  • Uganda: War victims embark on new start

    Nine years ago, Santonino Otok fled his home in the green fields of northern Uganda for a refugee camp, fearing attack by marauding rebels. Now he is back under his old mango tree. "My parents are buried here and my parents' parents, so it's a blessing to return," said a beaming Otok (66), surveying the birthplace he thought he might never see again.

  • Uganda: Phone-tapping to be legalized?

    Government security agencies in Uganda will start tapping phones freely should the Bill seeking to legalise interception of information get approval from Parliament. The Regulation of Interception of Communication Bill 2007, which has passed the Cabinet, was tabled before the NRM caucus late in May by Security Minister Amama Mbabazi.
