Programme Coordinator North Eastern Province Programme (NEP- P)

CARE Kenya is looking for an ideal candidate to fill the position of Programme Coordinator for its North Eastern Province Programme (NEP-P) based in Dadaab, Garissa District.

Job Summary
Programming and coordinating implementation of animal health, water resource development & management, education and community development activities in Garissa and Wajir districts. The coordinator will be responsible for planning, organizing, leading and monitoring interventions in the North Eastern Province Programme and constantly review sector strategies and programme designs, initiating necessary and timely measures for improvements /reforms. The holder of the position will be responsible for developing the sector budgets and for efficient and timely procurement and financial reporting. The coordinator will also be in charge of establishing links with other sectors and counterpart programmes /departments within and outside the North Eastern Province Programme (NEP-P) and CARE- Kenya. In addition, the coordinator will undertake staff mentoring and development.

Responsibilities:
* Guide staff in implementation of sector strategic plans and accompanying log frames/annual operation plans
* Design and review sector programmes. Analyze system operations and performance.
* Develop concepts and proposals to source for funding.
* Visit, inspect and evaluate field activities.
* Assess beneficiaries’ priorities and develop& monitor sector’s annual budgets.
* Prepare and monitor procurements plans
* Directly oversee and mentor 3 Programme Officers
* Oversee and approve sector staff recruitment and consultancy hiring
* Plan and guide staff training and development needs
* Identify, forge and maintain links at sector and project level, with counterparts in NGOs, sister projects, agencies, small-scale enterprises and other groups for information sharing, research and skills enhancement

Qualifications, Experience&Competencies
* A Masters Degree in Social Sciences or a related field.
* At least 3 years experience in a similar position with a leading organization.
* Experience in working in relief within remote locations.
* Ability to analyze and utilize programme development gaps for designing programmes.
* Ability top work with teams, foster team approach and incorporate capacity building activities into the programmes.
* Commitment to minority rights, gender equity and equality, and the capacity to operationalize these in programming interventions.
* Excellent report writing skills.
* High Proficiency in computer literacy including MS Word, Excel, PowerPoint, and SPSS is a mandatory requirement.
* Leadership, integrity, team mobilization and motivation, as well as community development dynamics are essential for this position.
