A vicious land grab is being carried out in Uganda, pairing the country’s dictator with an ‘investor,’ and the targets are the Acholi, genocide survivors who live on abundant, fertile and mineral-rich land.

Following advocacy by the Refugee Law Project, the Attorney General of Uganda exercised his powers under section 24 of the Births and Deaths Registration Act and has waived the registration fees payable by refugees in order to register a birth or death in Uganda. Previously, refugees were treated as foreigners and were therefore required to pay $40 in order to obtain a birth or death certificate.

Uganda is to set up a new camp to cope with a influx of refugees from eastern Democratic Republic of Congo, the government has said. At least 100 people a day are now crossing the border to escape an upsurge in violence, Uganda's refugee minister told the BBC. Women said they had been raped by armed militias, who broke into their homes at night and stole food and property. Up to 3,000 people have fled since DR Congo's chaotic elections in November.

Human Rights Network for Journalists-Uganda (HRNJ-Uganda) is shocked by the Uganda government's rejection of recommendations made to it during the Universal Periodic Review Mechanism (UPRM) to admit the UN Special Rapporteur on freedom of expression to visit the country and assess the human rights situation. UPRM is a brainchild of the United Nations Human Rights Council whose intention is to assess the human rights situation of its respective member countries. HRNJ-Uganda has learnt that an Inter-ministerial meeting held on 23 February 2012 in Kampala and chaired by the Ministry of Foreign Affairs rejected 21 recommendations out of 42 which had been reserved by the same government during the October 2011 Geneva review.

An influx of refugees fleeing a mix of increased post-election related violence and continued militia activity in parts of eastern Democratic Republic of Congo (DRC) is stretching the capacity of refugee camps in western Uganda to host them, say officials. 'We are kind of overwhelmed; there are many Congolese pouring and crossing into Uganda daily,' Stephen Malinga, Uganda’s Minister for Relief, Disaster Preparedness and Refugees, told IRIN. 'So far, we have received about 3,700 new arrivals into the country through three western Uganda border points; we expect many more to come.'

At least one person has been killed in Uganda as government troops evict an estimated 6,000 squatters from a nature reserve where authorities say the people are living illegally. The local people claim the property in question as their ancestral land and have accused the government of attempting to sell it to foreign developers.

At least 600 Ugandan girls have been forced into Malaysia’s sex trade in what has become a human trafficking epidemic, a foreign diplomat has said. Hajah Noraihan, the Malaysian consul to Uganda, said despite an early warning to the Ministry of Foreign Affairs in 2008 when the number of trafficked girls stood at 30, the constant flow of victims had not slowed.

A Ugandan cabinet minister has said the government does not support the Anti Homosexuality Bill 2009 which was re-tabled for debate in Parliament. However, he was quick to add that the debate on homosexuality was good for Uganda. Ethics and integrity minister, Lokodo Simon who is also a Catholic priest said, 'Whilst the government of Uganda does not support this bill, it is required under our constitution to facilitate this debate. The facilitation of this debate should not be confused for the government’s support for this bill.'

The charcoal trade, referred to as 'black gold' by Kampala traders, has become more profitable than the forests where trees are being indiscriminately cut down for charcoal-burning. For the rural population, charcoal trade is an opportunity to earn an income. According to the National Forest Authority (NFA), more than 73,000 hectares of private forest are cleared every year across the country and over 7,000ha of protected forest reserves are destroyed annually for timber and charcoal.

Uganda’s Parliament has re-introduced a proposed Anti-Homosexuality Bill which Amnesty International considers a 'grave assault on human rights' that must be rejected. Under the bill, gay and lesbian people in Uganda could face the death penalty for so-called 'aggravated homosexuality' – a definition which includes consensual sexual conduct.
