The cost of electricity in Uganda remains unaffordable to most citizens, yet the government has kept on using taxpayers’ money in power projects that hardly bring any relieve to consumers.

Uganda's authorities have banned a play that criticises President Yoweri Museveni's government, the play's co-director John Ssegawa has said. He said the Media Council had ordered performances of State of the Nation to be halted until a review was held. The play highlights alleged corruption and poor governance in Uganda, ruled by Mr Museveni since 1986.

Uganda’s practice of pardoning and then integrating into its military captured or surrendered members of the Lord's Resistance Army (LRA), getting them to hunt down their former comrades-in-arms, has come in for criticism by civilians affected by the rebel group in the Central African Republic (CAR). 'This strategy is a real insult to the victims,' said Gaétan Zangagoumé, chairman of a victims’ association in Obo, capital of Haut-Mbomou Prefecture. The area, in the extreme southeast of CAR, has been heavily affected by LRA activities. Victims there include hundreds of civilians forcibly conscripted into the LRA as well as people from villages repeatedly attacked, torched and now deserted. Fear of further attacks greatly restricts freedom of movement.

Their conditions improving, nearly all of the children admitted to health centres for nodding syndrome have now been released, according to Uganda’s Ministry of Health; less severely affected patients have also started treatment. Even as health officials bring the symptoms under control, the cause of the syndrome remains unknown, which means all of Uganda's diagnosed patients will have to remain on treatment for long periods. And gaps in the health system - highlighted by a recent two-day strike at an affected health facility - have raised questions about the government's ability to provide consistent care.

Uganda's house speaker, Rebecca Kadaga, has promised to expedite the debate on the Anti-Homosexuality Bill days after she was engaged in a war of words with Canadian Foreign Minister, John Baird over Uganda's anti-homosexuality record. Speaking after arriving from the Inter-Parliamentary Union meeting in Quebec, Canada, Kadanga said she will allow debate and voting on th famous anti-homosexuality bill in the East African country. 'They said I should stop the debate on the Anti-Homosexuality Bill but I assured them there is no way I can block a private members Bill,' she said, while addressing religious leaders and journalists at Entebbe International Airport.

Ugandan Prime Minister Amama Mbabazi has insisted he had no knowledge of the alleged misuse of Irish aid by officials in his office, after Dublin suspended all government assistance to Kampala. Ireland shelved the programme on Thursday when an investigation found that four million euros ($5.2 million) had been misappropriated.

Speaker Rebecca Kadaga caused a diplomatic stir on Monday on her official trip to Canada, getting involved in a spat with the host Foreign Minister, Mr John Baird, whom she accused of attacking Uganda’s human rights record in respect to sexual minorities. Mr Baird had demonised Uganda on allegations of persecuting sexual minorities.

Corruption poses a serious threat to the country’s oil resources, the United Nations Resident Representative in Uganda has warned. Ms Ahunna Eziakonwa-Onochie’s caution comes as the parliamentary committee investigating bribery claims in the oil sector is visiting several countries and banks that were named during an emergency oil debate in October last year. The corruption allegations have dogged the nascent oil sector since Western Youth MP Gerald Karuhanga tabled documents in Parliament alleging that Tullow Oil had bribed Prime Minister Amama Mbabazi, Foreign Affairs minister Sam Kutesa, and former Energy minister Hilary Onek to influence their decisions on oil deals.

Despite a government policy that made science subjects compulsory for all secondary school students, there is a reported shortage of 6,500 teachers to teach the subjects. According to the Ministry of Education, even the available 6,500 science teachers, a good number of them were ill-trained and cannot adequately pass on the skills to the learners.

Over 50 members of Uganda's main opposition political party - the Forum for Democratic Change (FDC) have been arrested in the past two weeks by security agencies and are detained at undisclosed places, party officials say. There were unconfirmed reports that the activists are facing charges of plotting to overthrow President Yoweri Museveni's government.

An outbreak of the deadly Marburg virus in Uganda has spread to the capital Kampala after an infected woman travelled to the city and the death toll from the disease, a cousin of Ebola, climbed to five, a health official said on Monday. The latest outbreak of another haemorrhagic fever, first confirmed on Friday in Kabale district, 430 km (270 miles) southwest of Kampala, has rattled a country that only two weeks ago declared itself free of Ebola after it claimed at least 16 lives.

East African Environment Ministers have ended a meeting in the Ugandan capital, Kampala, to discuss a set of radical policy proposals to deal with environmental pollution, including the introduction of a pay-as-you-pollute taxes, according to a statement from the Intergovernmental Authority on Development (IGAD) on Saturday. The Ministers for Environment and Natural Resources from the IGAD region met to adopt the regional environment policy and strategy as well as the environmental assessment policy framework.

'Although the government of Uganda has made significant efforts to put in place fairly elaborate policy, legal and institutional mechanisms to address the environment[al] challenges of the gas and oil sector, the lack of capacity to implement these policies and enforce the corresponding laws has grossly undermined their effectiveness,' according to a recent Capacity Needs Assessment for the Environmental Pillar Institutions in Uganda conducted on behalf of the National Environment Management Authority by an independent consulting company with funding from the US government aid agency, USAID. Inadequate staffing levels, lack of knowledge and skills among existing staff, the absence of appropriate training institutions and chronic shortages of equipment and funds are highlighted as key weaknesses.

The author of the controversial book on President Museveni titled 'The Correct Line? Uganda under Museveni', has been summoned by the High Court in Kampala, and ordered to file her defence in response to a defamation suit filed against her by a UPDF officer Lt. Col. Atwooki Ndahura. In the summons dated October 15, 2012, issued by registrar Festo Nsenga, Dr Olive Kobusingye has been ordered to file her defence within 15 days, lest judgement is passed in her absence. 'Should you fail to file a defence, the plaintiff shall proceed in the suit and judgement entered in your absence,' the order states.

Uganda should deploy oil revenues to create universal old age pensions and universal health insurance to make a more humane society. This would be a real investment in the future of the nation. So says Dr. Ezra Suruma, Uganda’s former Minister of Finance, in this exclusive interview with Oil in Uganda. He accepts that it will be prudent to place some of the revenues in an Investment Fund - because too much money flowing too fast into the general budget would be difficult to absorb. But, he argues, all Ugandan citizens should become individual shareholders in the Investment Fund, in order to ensure that each and every citizen benefits directly through annual dividends - and also to create citizen-shareholder pressure for transparent and corruption-free management of the funds.

Rwanda's defense minister is commanding a rebellion in eastern Democratic Republic of Congo that is being armed by Rwanda and Uganda, both of which sent troops to aid the insurgency in a deadly attack on UN peacekeepers, according to a UN report. The UN Security Council's Group of Experts said in a confidential report that Rwanda and Uganda - despite their strong denials - continued to support M23 rebels in their six-month fight against Congolese government troops in North Kivu province. 'Both Rwanda and Uganda have been supporting M23,' said the 44-page report, which was seen by Reuters.

Uganda's hard stance on homosexuality and the possible introduction of legislation that would call for the death penalty for homosexuals led to a heated debate at the Pan African Parliament (PAP) in Midrand, North of Johannesburg. The House had taken time off to pay tribute to Uganda as it celebrated 50 years of independence but as praises and congratulatory messages poured in, a remark by South African opposition MP Santosh Vinita Kalyan challenging Uganda government's hostility towards homosexuality momentarily changed the momentum of the debate.

Where the country will be in another 50 years depends on what Ugandans and their leaders begin to do now. No miracles are going to happen.

Many Ugandans do not feel that there is much to celebrate in a country where politics is about self-enrichment through corruption. But there is a growing realisation of the need to mobilise and agitate for genuine change.

The government of Uganda is planning to establish a US$1 billion-dollar HIV trust fund to finance local HIV programmes. According to a working paper released in September, Justification for Increased and Sustainable Financing for HIV in Uganda, the fund will generate cash through levies on bank transactions and interest, air tickets, beer, soft drinks and cigarettes, as well taxes on goods and services traded within Uganda. Small fees will also be levied on civil servants' salaries; corporate and withholding tax will be increased slightly; and a small tax will be added to telephone calls and to each kilowatt of electricity consumed.
