The UN refugee agency UNHCR has said it was not opposed to the plan by the Government to resettle in Yumbe thousands of Sudanese refugees displaced by the Kony rebels attack on their camp on August 5. The UNHCR spokeswoman, Bushra Malik, was reacting to a New Vision story, which said the agency was not convinced about the safety of Ikafe, in Yumbe district where the 15,000 Sudanese refugees, who survived the LRA attack on Acholi-Pii camp in Pader district are to be moved.

In the Guttmacher Report on Public Policy this month, Alan Guttmacher Institute Director of Government Affairs Susan Cohen examines the success of "ABC"-based HIV/AIDS prevention programs in developing nations. ABC stands for "Abstinence," "Be Faithful" and "use Condoms," and is the HIV/AIDS prevention model supported by UNAIDS and USAID. A Ugandan army order to civilians in northern Uganda to move closer to government-protected camps has failed to provide protection against rebel attacks, and also violated the Geneva Conventions, according to Human Rights Watch (HRW). "The standards of the Geneva Conventions have clearly been violated by the Ugandan government," said Jemera Rone, a researcher at HRW.

Christian Fiala, an obstetrician, came to Uganda ready for poverty and its related problems - not women dying of pregnancy related complications. He was not ready to see women die simply because a cheap and safe drug is not available in the country. To him, this is the most obvious form of gender discrimination in Uganda.

The situation of displaced people in northern Uganda has worsened considerably in recent months despite the launch of a Government military operation against rebels whose repeated attacks on civilians is the main cause of displacement. In northern Uganda alone, new attacks by the Lord’s Resistance Army (LRA) have displaced tens of thousands and created a humanitarian crisis with risk of starvation for over half-a-million people, many of them displaced since the mid-1990s.
